Cabinet Approves Rs 7,395 Crore Pradhan Mantri Viksit Gram Swaraj Yojana to Strengthen Rural Local Governance
The Union Cabinet has approved the Rs 7,395.55 crore Pradhan Mantri Viksit Gram Swaraj Yojana to bolster rural governance and financial self-reliance across India's panchayats.

Boosting Grassroots Governance
In a major push toward strengthening rural self-governance, the Union Cabinet, chaired by Prime Minister Narendra Modi, has greenlit the centrally sponsored Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY). Set to run from the fiscal year 2026-27 through 2030-31, the comprehensive scheme carries a total financial outlay of Rs 7,395.55 crore.
According to official details released following the cabinet meeting, the funding is structured with a central share of Rs 4,869.48 crore, alongside a state share amounting to Rs 2,526.07 crore. The implementation timeline is strategically co-terminus with the period assigned to the Sixteenth Finance Commission.
Empowering Millions of Rural Leaders
The initiative aims to directly impact over 2.55 lakh panchayats and traditional local bodies nationwide. Approximately 32 lakh elected representatives, along with essential panchayat functionaries and grassroots stakeholders, are slated to receive direct capacity-building support and digital handholding annually.
Daily News 365 has learned that the scheme focuses on several key operational pillars:
* Holistic Planning: Supporting the preparation of 2.55 lakh Gram Panchayat Development Plans annually via the eGramSwaraj Portal, ensuring evidence-based integration of local priorities and central-state interventions. * Financial Transparency: Facilitating at least 2.55 lakh online audit plans every year through AuditOnline, coupled with rigorous public disclosure frameworks and enhanced Own Source Revenue (OSR) mobilization. * Capacity Enhancement: Strengthening administrative, communication, and resource management capabilities to help local bodies effectively achieve Sustainable Development Goals (SDGs).
Synergies with Finance Commission Grants
With the Sixteenth Finance Commission projecting roughly Rs 4.35 lakh crore in grants for Rural Local Bodies across the 2026-30 window, policymakers emphasize that grassroots institutions require robust administrative backing to efficiently channel these resources.
PM VGSY is engineered to bridge this gap, fostering cross-departmental coordination and informed public deliberations via regular Gram Sabha sessions. While no permanent posts are slated for creation under the scheme, state, district, and block levels will leverage need-based contractual technical support to meet program targets.
The framework will extend seamlessly to all States and Union Territories, including rural local government institutions situated in non-Part IX areas where traditional panchayats do not operate, marking a comprehensive national sweep toward transparent and self-reliant rural administration.
