Delhi Police Grants NOC For INDIA Bloc's Mega Rally At Ramlila Maidan Under Strict Conditions
Delhi Police grants conditional NOC to the INDIA bloc for its November 1 rally at Ramlila Maidan, enforcing strict crowd management and surveillance rules.

Official Clearance With Stringent Rules
NEW DELHI — The Delhi Police has granted a formal no-objection certificate (NOC) to the Congress-led INDIA bloc for its upcoming mega-rally scheduled for November 1 at the historic Ramlila Maidan. However, the permission comes bundled with a comprehensive set of rigid conditions governing crowd control, technological surveillance, logistical arrangements, and strict time limits.
The opposition alliance is organizing the large-scale demonstration to protest against alleged electoral irregularities, famously termed "vote chori" by party leaders. The agenda demands increased accountability concerning the Special Intensive Revision (SIR) of electoral rolls alongside the resignation of Chief Election Commissioner Gyanesh Kumar. The Congress leadership has set an ambitious mobilization target of 10 lakh participants, calling upon party cadres and supporters nationwide.
According to official police directives, the NOC permits the booking of Ramlila Maidan from October 25 to November 3, subject to formal clearance from the land-owning authority. The core event will run strictly on November 1 between 10:00 AM and 5:00 PM.
Mandatory Surveillance and Infrastructure
Organizers have been ordered to install high-definition security cameras at critical zones, including entry and exit gates, the main stage, perimeter zones, and seating enclosures. The operational blueprint mandates comprehensive recording capabilities, monitoring setups with a minimum of five simultaneous screens, and a dedicated, round-the-clock CCTV control room.
Furthermore, the event management must ensure sufficient provisioning of water tankers and sanitation infrastructure, featuring segregated toilet blocks for women. A disciplined cadre of volunteers must be deployed extensively, distinguished by identical attire or standardized identification badges for rapid crowd management.
Zero Tolerance on Overstays and Route Deviations
Enforcing strict timeline discipline, the Delhi Police reiterated that the rally must conclude precisely by 5:00 PM on November 1, initiating immediate dispersal of attendees without exception. Overnight stays at Ramlila Maidan, either prior to or following the event, are strictly prohibited.
Traffic management will be tightly regulated, with all participating buses, cars, and commercial vehicles restricted to designated parking zones assigned by the traffic police department. Authorities have explicitly banned any unauthorized marches originating from or moving toward destinations other than the designated venue.
High-Level Strategy Meetings
Ahead of the event, top Congress leadership convened key strategy sessions. Congress general secretary KC Venugopal met with heads of various frontal organizations at the All India Congress Committee headquarters at Indira Bhawan, followed by a review meeting with Delhi Congress office-bearers to finalize logistical preparations.
The build-up to the November 1 demonstration has faced administrative hurdles. Tensions previously arose when the opposition alliance was denied permission for a curtain-raiser event at the government-run Ashok Hotel on October 30, where 21 constituent parties had intended to stage a symbolic "public impeachment" of the Chief Election Commissioner.
