Elon Musk Admits SpaceX Throttled Starlink in Ukraine, Citing Terms of Service Violations
SpaceX CEO Elon Musk confirmed his company restricted Starlink speeds in Ukraine, claiming the military used civilian infrastructure for offensive drone strikes.

SpaceX Acknowledges Starlink Restrictions
SpaceX CEO Elon Musk has publicly acknowledged that his company throttled the Starlink satellite internet service in Ukraine, a move that severely disrupted front-line military operations and communications over the past week.
The admission came on social media following an announcement by Ukrainian President Volodymyr Zelensky that access to both Starlink and the military-grade Starshield links had finally been restored to pre-restriction speeds.
"The speeds are now where they need to be," Zelensky wrote on X, noting that the overnight restoration significantly improved front-line logistics and Ukraine's defense against incoming Russian drone attacks.
Terms of Service Dispute
Addressing the controversy, Musk defended the restrictions by asserting that the civilian commercial service was never intended for combat operations.
"Using Starlink, a civilian commercial service, for offensive drone strikes to kill people has never been allowed, nor should it be," Musk stated. He claimed that the Ukrainian military violated terms of service, prompting SpaceX to close the loophole.
However, Musk maintained that any modifications to Starshield—the military-grade derivative critical to Kyiv's defense infrastructure—remained under the direct control of the United States government. He also reiterated SpaceX's ongoing commitment to supporting Ukraine's defense since the full-scale invasion began in February 2022.
Diplomatic Backdrop and Localized Ceasefire
The temporary outage coincided with a broader U.S. diplomatic push aimed at de-escalating the conflict. Moscow recently agreed to resume three-way negotiations with Washington and Kyiv, while a localized ceasefire was brokered around the contested southern town of Oleshky in the Kherson region.
Despite the restoration of satellite speeds, tensions remain high between Kyiv and Washington over broader strategic alignment and economic disagreements. Meanwhile, kinetic military exchanges continue to impact civilian infrastructure across Ukraine, with recent missile strikes reported in Kharkiv and retaliatory drone operations targeting industrial and power facilities in Russian-occupied territories.
