Growing Scrutiny Abroad and at Home

Brazilian conservative Senator Flavio Bolsonaro is confronting a mounting array of financial and political investigations following his departure to the United States. The senator traveled through Argentina and Ecuador before arriving in Florida, mirroring the path of his brother, former congressman Eduardo Bolsonaro, who relocated to the U.S. last year.

The departure comes in the wake of his defeat in the presidential election to incumbent Luiz Inacio Lula da Silva. Flavio now finds himself the target of multiple overlapping judicial inquiries, prompting a Brazilian court to issue an order seizing his passports.

The Film Financing Investigation

Among the most high-profile probes is an investigation centered on allegations of money laundering, corruption, and foreign-exchange violations linked to the financing of Dark Horse, an unreleased biographical film about his father, former President Jair Bolsonaro.

Authorities report that the senator allegedly sought 134 million reais ($25 million) for the venture from Daniel Vorcaro, the owner of the now-failed Banco Master SA, which is currently the subject of a major fraud investigation. Payments tied to Vorcaro reportedly exceeded $10 million, routed through the U.S.-based Havengate Development Fund.

While Flavio has acknowledged approaching Vorcaro for production financing, he has consistently denied offering anything in return. Investigators are currently working to trace the origin, movement, and final destination of the funds.

Online Gambling and Supreme Court Inquiries

A separate line of inquiry focuses on alleged money laundering involving online gambling platforms and Flavio Bolsonaro's associate, Willer Tomaz. Legal representatives for Tomaz have firmly denied any wrongdoing, stating that neither individual has ever handled the other's finances or utilized accounts interchangeably.

Meanwhile, the legal pressure intensified when Supreme Court Justice Flavio Dino ordered an inquiry into whether foreign funds, services, or economic benefits were channeled into Bolsonaro's recent presidential campaign. The probe will also examine whether external actors financed political content or utilized digital platforms to sway the election outcome.

Investigators are additionally reviewing contacts involving the U.S.-based Rockbridge Network—co-founded by Vice President JD Vance—to determine if any political backing was tied to foreign interests regarding Brazil's critical mineral reserves. As the legal battles unfold, they continue to deepen the long-standing rift between the Brazilian judiciary and the Bolsonaro family.
