Regulatory Crackdown in Logistics Hub

In a major enforcement action targeting quick-commerce supply chains, the Maharashtra Food and Drug Administration (FDA) has suspended the food business license of Blinkit's facility in Bhiwandi. The suspension comes in the wake of an October 21 inspection that uncovered severe regulatory non-compliance, notably the failure to provide end-to-end traceability or proof of destruction for approximately 18,405 expired, damaged, or rejected food items.

The seized unsaleable inventory has been valued at over Rs 32.71 lakh. Authorities moved swiftly to order an immediate cessation of all licensed operations at the premises, flagging a direct and pressing threat to public health due to the imminent risk of this expired inventory being diverted back into the consumer retail chain.

FIR Lodged Against Key Personnel

Following the administrative suspension, the FDA escalated the matter by lodging a First Information Report (FIR) at the Bhiwandi Taluka Police Station. The police action targets key Blinkit personnel, including a whole-time director, facility managers, and multiple scrap disposal vendors.

The accused have been booked under stringent provisions of the Bharatiya Nyaya Sanhita (BNS) 2023—covering offenses such as cheating and criminal conspiracy—along with Section 59(i) of the Food Safety and Standards Act, 2006. Investigators allege a coordinated conspiracy to route expired food products through scrap networks for financial gain rather than adhering to legally mandated destruction protocols.

Spotlight on Bhiwandi's Warehousing Ecosystem

Bhiwandi, widely recognized as Western India's largest logistics and warehousing hub and one of the biggest in Asia, serves as the central command node for major e-commerce, quick-commerce, and FMCG giants. Corporations including Zomato Hyperpure, Swiggy, Amazon, and Blinkit operate sprawling fulfillment centers spanning lakhs of square feet in the region to continually replenish inner-city dark stores.

Under the leadership of FDA Commissioner Tukaram Mundhe, the department has intensified raids across warehouses, dark stores, and waste-disposal networks throughout Bhiwandi. Recent investigative findings indicate a broader systemic loophole where stock officially marked for destruction is illegally siphoned off to local traders and discount markets. Law enforcement has already registered multiple FIRs against individuals across the supply chain, signaling a zero-tolerance approach toward food safety violations in India's booming retail logistics sector.
