Kashmiri Pandit Activist Arrested in Haryana Over Cyber-Terror Threats to J&K Employees
Rakesh Handoo has been arrested in Haryana's Faridabad and charged under stringent anti-terror and cyber-terror laws following threats made to Kashmiri Pandit employees.

Security Crackdown Leads to Haryana Arrest
Law enforcement authorities have arrested a Kashmiri Pandit activist from Faridabad, Haryana, in connection with recent cyber-terror threats directed at Kashmiri Pandit government employees in Jammu and Kashmir.
The accused, identified as Rakesh Handoo, has been booked under stringent anti-terror and cyber-terror provisions, including the Unlawful Activities (Prevention) Act (UAPA). According to investigators, Handoo was apprehended following a series of digital threats and the circulation of intimidation letters containing personal details of vulnerable employees.
Background of the Threats
Panic had gripped the Kashmiri Pandit community earlier this year when purported threat letters surfaced online, specifically targeting individuals working under the Prime Minister's special employment package. The climate of fear prompted authorities to grant administrative leave to hundreds of employees for nearly three weeks to ensure their safety.
Inspector General of Police Sujit Kumar confirmed that investigators have gathered substantial and serious clues linking Handoo to the conspiracy. Police stated that despite receiving formal summons to appear before the investigating team in Baramulla starting late September, the accused repeatedly failed to cooperate, culminating in the October 17 arrest by a specialized police team in Greater Faridabad.
Community Reactions and Context
Approximately 6,000 Kashmiri Pandits have been provided government jobs under the Prime Minister's special employment package, which was initiated in 2010 to facilitate the return and rehabilitation of the community displaced following the 1990 insurgency. Security concerns have remained high, particularly following targeted attacks in recent years that led to widespread protests and demands for safer relocations within the Union Territory.
The arrest has drawn mixed reactions from community leaders. Sanjay Saraf, a prominent leader, described the development as unfortunate for a community that has historically suffered due to terrorism, calling for a thorough review of the charges pressed against the activist. Meanwhile, security agencies maintain that the ongoing crackdown targets individuals acting as Over Ground Workers (OGWs) and facilitating subversive activities in the region.
